‘School without teacher’
ITANAGAR, Aug 20: A school without teachers can not be imagined. However, the Govt. ME School, Tajgi of Upper Yachuli under Lower Subansiri district don’t have a single teacher to teach the students, claimed an AAPSU team which visited the school recently.

ITANAGAR, Aug 20: The Yamne Valley Council (YVC) has mourned the demise of Thogge Moyong, who died due to electrocution on August 15 .
Thogge Moyong was born in July 1984 at Adi Pasi Sibuk under Mariyang circle of Upper Siang district.
“His death is a great loss not only to his family but also entire society,” YVC said in a condolence message.
While conveying heartfelt condolence to the bereaved family members, it prayed for eternal peace of the departed soul.
Meanwhile, the council has decided to fight against the power department for giving justice to the bereaved family. It urged the competent authorities to set up the judicial enquiry to unearth the truth behind the reason of electrocution.
The concern department should come forward on their own to give enough compensation to the bereaved family, it said.

Thogge Moyong by electrocution at Itanagar, during the time of grief, agony and need many people came forward to help me in bringing my younger brother to the hospital and they also assisted to take back the dead body to the native place.

Water crisis in Itanagar
Dear Editor,
Through your esteemed daily I would like to draw the kind attention of authority towards shortage of water supply faced by resident of Lower C Sector Colony of Itanagar. We all know that water is the basic needs for all living from small to giant creatures. Without water we feel as if we are living in desert and people of C Sector are facing similar situation for the last one month. This makes very difficult for us to stay at home during hot and sunny days. Earlier there was water supply for at least half an hour with very low pressure in a day. However these days water supply has got worse as we get hardly one bucket during the day. This creates problem for students especially those hailing from big families. As students we need to take bath every day before school hours. Now we are confused whether one bucket of water should be used for cooking purpose or to take bath? I behalf of lower C Sector colony would like to appeal the concern authorities to look into the matter and fix this problem.

Unjustified bandh call
Dear Editor,
Through the esteemed column of your daily I would like to highlight few point on surprising demand of ALSU for your kind publication in the next issues.
ALSU is making headlines these days by demanding for cancellation of appointment of Joint Director (Agri & Allied) in Rural Development Department, even to the extent of calling 12 hr capital bandh call which has become a trend in Arunachal Pradesh hampering the daily life of common people. Whereas, the department had already clarified that, the matter is subjudice and pending in the Honble High Court and hence the fate of the officer for continuation in the RD department or cancellation of the order shall depend upon the outcome of the verdict of the Hon’ble Court.
Had it been any other organization than things could be other way but being a Law Student, they should atleast know that when matter is subjudice neither Govt. nor any organization can draw any conclusion and pass any statement on the subject, unless they have lost faith in Hon'ble court.
If ALSU are really concerned about the illegalities there are many issues in the state which needs their attention rather than taking up individual vested interest and sub judice matter of Joint Director (agri and allied) . Once again I would like to paraphrase that the matter is subjudice and let Hon’ble High Court decide the fate of the incumbent.
Lastly , it is my humble request to press club that do not publish such an issues in the headlines of news daily because the news reader wants to read the news items of state importance rather than individual issues.

Hoping for the best
The government of Arunachal Pradesh today launched national food security ordinance with much fanfare. This marks an important day in the history of Arunachal and there is hope among poor citizen that this scheme will immensely benefit them. As per the provisions of the Ordinance, a person belonging to priority households would be entitled to receive 5 kg of food grains per person per month at subsidised price. Supply of rice is to be made available to the eligible persons at the subsidised rate of Rs 3 per Kg and wheat for Rs 2 per Kg.
However even the most optimistic citizen have their own apprehension regarding implementation of the said scheme at ground level. The infamous PDS scam has badly shattered the hope of thousands of poor citizen of the state. The Public Distribution System like national food security ordinance was started especially to cater to the need of poor. However gross anomalies were found in the implementation of PDS scheme by contractors in the state leading to filing of public interest litigation in the high court. The govt of Arunachal Pradesh had constituted a special investigation team to probe the matter and court battle is still going on. One can only hope that national food security ordinance does not see such days in the future.

National Food Security Ordinance launched in Arunachal
ITANAGAR, Aug 20: “A country cannot progress with half of its citizens going hungry every other day. Ensuring a bowl of rice to the hungry stomach could be the best scheme ever introduced in the country which would serve as a panacea to many ills of our nation,” said Chief Minister Nabam Tuki while launching the National Food Security Ordinance (NFSO) 2013 commemorating the birth anniversary of former Prime Minister Rajiv Gandhi here today.
As per the provisions of the Ordinance, a person belonging to priority households would be entitled to receive 5 kg of food grains per person per month at subsidized price.
Supply of rice is to be made available to the eligible persons at the subsidized rate of Rs 3 per kg and wheat for Rs 2 per kg.
Chief Minister Tuki said that the Centre had earmarked 66.3 per cent of rural and 51.55 per cent of urban population in the state to be covered under this ambitious scheme of the UPA Government.
“A total of 8.71 lakh people, including 7.9 lakh rural population and 1.62 lakh urban population will be covered, recording an increase of almost 70 per cent of beneficiaries in comparison to 3,92,843 population under Targeted Public Distribution System (TPDS) earlier purchasing rice under BPL and AAY scheme,” he said.
The population of 2011 census has been taken as the basis to calculate the percentage of coverage under priority household.
The eligible beneficiaries will be all AAY and BPL households, all MNREGA job card holders, all workers registered under AP Building and Other Construction Workers Welfare Board (APBOCWWB), Arunachal Pradesh contingency employees, labours working in public or private sector having family income of less than Rs 1 lakh per annum from all sources, families having income less than Rs 1 lakh per annum from all sources, widows of defence, paramilitary, police employees, who have died in operations and registered hawkers/vendors.
The Food Security Ordinance will reach to every nook and corner of Arunachal Pradesh in the next two months paving way for one of the biggest achievement of the UPA government in the Centre and INC government in the state, Tuki said.
He called upon the officers of the state to ensure proper and judicious implementation of this scheme with cent percent success rate.
The UPA Government has adopted the National Food Security Ordinance, which will ensure that no citizen goes hungry for want of food.
Arunachalee students denied admission in Maharashtra

ITANAGAR, Aug 20: An air of uncertainty is looming over the students nominated for Degree Engineering course as the last date of admission fixed by the Ministry of Human Resource Development (MHRD) is August 30, and according to All India Council for Technical Education (AICTE), the last date is August 15.

dated 13th December, 2012 in CA-
And to the dismay of the many students from the state selected for admission in various technical colleges in Maharashtra this year, they have been given rejection letters from the directorate of higher and technical education for seeking admission after August 15.
“We had no idea about the verdict of the Supreme Court regarding the last date for admission. And if it had been the case, MHRD should have let us know, or atleast the directorate of higher and technical education (DHTE), about the change in the schedule. We are in a fix now,” said Tap Tapuk, father of a girl seeking admission in one of the universities in Maharashtra.
“However, the college authorities have told us that the admission can be done if the students can bring in recommendation from the MHRD for seeking admission,” he said.
“Or else there is no other way,” told the disappointed father.
Meanwhile, according to an official source, DTHE has been written letter to the MHRD apprising of the situation.
Meanwhile, the Arunachal Students Union Mumbai has informed that both the Lok Sabha MPs of the state has assured of apprising the situation to the MHRD and solve the problem at the earliest.
In a release, it further questioned the state directorate of higher and technical education for keeping the students as well as their parents in dark.
It is their irresponsible behavior which has led to the problem. The students and the parents have been harassed with much incomplete information. They should contact their counterparts and clear the air of uncertainty and miscommunication, it said.
Also questioning on the dispatch of stipend for the students studying in Maharashtra, it said that many students are not getting their stipend despite of the fact that the stipend were released almost two months back.
It is time that the directorate of technical education gets itself a new set of officers, it further added.
Students allege atrocity by CPRF personnel

ROING, Aug 20: Five students were allegedly beaten by CRPF personnel on the night of August 18 when they were strolling near Eze River enjoying the breeze. The Eze river bank is a popular spot for residents wanting to cool off themselves from summer heat.
According to the victim’s FIR filed against the police personnel on Monday, “at around 9.30 pm, a group of CRPF personnel led by Superintendent of Police BK Singh beat up the students with lathis and rifle butt without any preliminary inquiry.”
Reportedly all the victims have sustained injuries and bruises. Two of the victims are reportedly said to be bed ridden due to police beating. After the beating, all the five students were taken to Roing police station. Before being taken to police station, the victims alleged that they were verbally abused and mocked on way. The victims in their complaint letter have said they are law abiding citizens and were unfortunate victim of police brutality. A strong protest against the incident was lodged by Idu Mishmi Cultural and Literary (IMCLS) Vice President Rajkumar Linggi and All Idu Mishmi Students Union (AIMSU) President Lokha Elapra who met SP Singh at his office the next day.
Singh denied the physical assault on student and said the students were taken to police station where they were let off after questioning. “If there is any report of police excess, we are ready to look into it and conduct inquiry.”
He also appealed the students and community leaders to help police to check rise of hooliganism in the town.
“Police have been receiving complaints of harassment to residents by bikers throwing stones, beer bottles on the houses during night hours,” Singh said.
However, students enraged by the incident are planning to put up protest rally on August 23. According to them, “Authorities are undermining our rights. Innocents cannot be beaten up in the name of checking drunken hooligans,” said Eshomi Linggi, President, District Students Union over phone.

Calling on the district administrators to contribute in revenue collection from their respective ends, he said that districts performing better in this field will be suitably rewarded by the state government.
Talking on the issue of land allotment, the Chief Minister called to ensure that land with state and central government departments be allotted to them with proper demarcation and compound wall. He also urged speedy processing of land acquisition for important projects like highways, district roads and defence purposes in a time bound manner.
The Chief Minister expressed concern over the recent cases of jailbreaks and cautioned against recurrence of such incidents. He also called for expediting trials of heinous crimes such as rapes and murders.

ITANAGAR, Aug 20: A team of All Arunachal Pradesh Students’ Union (AAPSU) headed by its convenor Tadar Kakum and finance secretary Suraj Tayem today visited govt. higher secondary school, Polo colony, Naharlagun. In the process they managed to resolve the brewing problem between student community and school administration.
Resolving the differences, AAPSU convener Kakum urged student community to focus in their studies rather than indulging themselves in dharna culture as they are the future pillar of the state. Lt Gen Anil Ahuja takes over as new GOC of Gajraj Corps
ITANAGAR, Aug 20: Lt Gen Anil Ahuja, AVSM, SM, VSM**, took over as the General Officer Commanding (GOC) of Gajraj Corps of the Army from Lt Gen CA Krishnan, AVSM at a ceremony held here today.
Lt. Gen. Anil Ahuja is alumni of Higher Command Course and graduate of the premier National Defence College and prior to taking over the Command of the Gajraj Corps, he was the Additional Director General Military Operations at the Army Headquarters. He has previously commanded a Sector of Rashtriya Rifles in Jammu & Kashmir and a Mountain Division in the North East.
He has the expertise and is well versed with the defence and security nuances of Assam and Arunachal Pradesh. He has the distinction of having been awarded Ati Vishist Seva Medal, Sena Medal and Vishist Seva Medal and bar for distinguished military service of a very high order.

Govt. to take action against absentee employees
ITANAGAR, Aug 20: Taking strong exception to the Bandh Call by Arunachal Law Students Association on August 21, Chief Secretary Hari Krishna has today issued strict orders to all the Government employees of the state, particularly of the capital city to invariably attend the office without fail on August 21.
The Chief Secretary while condemning the Bandh Call and terming it illegal, said that the Government employees must discourage such bandh calls and the bandh callers in order to ensure that the administration and the development of the state is not hampered.
All employees of the State Government have been asked to compulsorily attend their duties failing which appropriate action would be initiated by the Government.
NCP urges chief minister, chief secretary to intervene
ITANAGAR, Aug 20: Stating that there is already a Cabinet decision issued in 2012 wherein all DCs and ADCs have been instructed to regularize all unauthorized occupation by Govt. Department and private individuals for purpose of revenue augmentation, the Nationalist Congress Party (NCP), Arunachal Pradesh unit in a release said that the sudden decision by another arm of the Govt., namely the Estate officials to evict the allotees on ‘pick and choose basis’ is extremely unfortunate and unbecoming of the so called people first Govt.
“It is beyond doubt that the left arm of the Govt. does not know what the right arm is doing. While the land allotting authorities represented by the office of the Deputy Commissioner and Director of Land Records have issued land allotment papers after due verification and cross checking the another wing of the Govt. represented by Urban Development and Estate Officials are busy questioning the very policies and acts of the land allotting authorities by issuing eviction notices and dismantling structures,” said NCP state President Kahfa Bengia,in a release. He urged the Chief Minister, Parliamentary Secretary (Land Records) and the Chief Secretary to immediately intervene and stop the mess.
Bengia urged the Govt. to book the officials responsible for violation of the already laid down Govt. directives for regularizing the unauthorized occupations and forcefully evicting and jailing few soft targets. According to Bengia, the worst encroachers are the Govt. departments which do not have land allotment orders and do not contribute a single penny to State exchequer whereas the so called encroachers do pay and are willing to pay annual land revenue.
SUWAAP appeals CM for proper surrender policy
ITANAGAR, Aug 20: The Surrendered Underground Welfare Association of Arunachal Pradesh (SUWAAP) has written to chief minister to accommodate all sections of youth, who were formerly active members in armed organizations and since then have now surrendered before the Government/Administration and Security agencies.
In a press release, the association, which is under process to register with Societies Registration Act as per provision has appealed to the government to have appropriate surrender policy to ensure that those surrendered youths are being taken proper care.
“It is a known fact that the Government of India has already implemented certain plans and policies for the surrendered youths to bring them into national mainstream but here in our case it is yet to be exercised,” the association stated.
In the memorandum they demanded that all the surrendered youth should be given preference in recruitment in defense/paramilitary forces subject to age bar and physical fitness and other basic criteria, some quota should be reserved for them in the recruitment for APP/APPBn/IRBn, they be employed as Industrial Security Force within the state and be recruited as Security Guards in the government undertaking banks or private banks, like SBI, Rural bank, Axis Bank, Punjab Bank, etc operating in the state. The association has urged the chief minister to consider above proposals in their future cabinet meeting.

ITANAGAR, Aug 20: Kargu Kardi Students’ Union (KKSU)’s five days educational cum health and hygiene awareness tour began at Govt. Sec. School Darak, West Siang yesterday amidst large gathering of students and public of Darak area.
The launching programme was chaired by advocate and former President of KKSU Marlo Romin and attended by Kiryi Potom, a Ph.D scholar and university students as resource persons. A literary competition and general interaction programme with the students and public were held on the occasion.
Later, a meeting was held between KKSU and the teaching staff of Sec. School Darak headed by the headmaster.

Earlier, KKSU president and the general secretary highlighted the aims and objectives of the awareness tour and appealed to all sections of the society to cooperate with the teaching community.
The resource persons spoke in length about proper sanitation practice, health and hygiene, information technology and its negative impact and need of quality education etc.
They advised the young students to be attentive in their classes and work hard to achieve the desired goal in life. They also advised the teachers to live up to society’s expectation.
The KKSU team also visited Govt. Middle school Keak and held meeting with the teaching staff, PRI members, public and students of Keak area.
N Pandey, teacher, briefed about various problems of the school.
The KKSU team appreciated the 6th Bihar Regiment for the renovation of Keak School and requested the authority concerned to provide separate toilet for boys and girls in the school.
The KKSU team will tour Tirbin, Liromoba and Yomcha during its five day programme.

CM assures all help for success of army recruitment rally
ITANAGAR, Aug 20: Col. M K Gupta from Army Recruitment Office, Jorhat, called on the state Chief Minister Nabam Tuki at his Niti Vihar Bungalow office today afternoon to invite him to flag off the Army recruitment rally of Arunachal youths at Aalo on September 2 next.
The Colonel briefed the chief minister about the Army recruitment rallies being organized in the state from time to time while giving a specific reference to the recruitment rally being organized at Aalo on September 2 next.
“We are expecting a huge participation of local tribal youths, who have passed Class VIII and above from the state of Arunachal Pradesh in the rally,” Col. Gupta said. He informed Tuki that the whole process of the Army recruitment which starts on September 2 at Aalo will include medical examination, physical test with common entrance examination.
Separate dates have been allotted district wise to ensure smooth conduct of the recruitment rally. The 2nd September has been allotted to candidates from Lohit, Anjaw, Lower Dibang Valley, Upper Siang, West Siang and East Siang, 3rd September to Upper Subansiri, Lower Subansiri, Papumpare, Tawang, East Kameng, Kurung Kumey, while on 4th September candidates from Tirap, Longding and Changlang shall be entertained for the rally, Gupta informed.
While being asked about the eligibility for the rally by the CM, the Colonel revealed that those candidates who have attained the age of 17 and half years and not more than 21 years with education qualification of Class eight pass for tribals and class ten pass for non tribals will be eligible for the Recruitment Rally. Gupta also disclosed that the candidates should be unmarried with height of at least 160 cms, weight 48 Kgs and chest of 77 Cms with expansion upto five cms. Gupta further informed that the candidates need to bring along the original documents like PRC, birth certificate, Caste certificate, character certificate, unmarried certificate and educational qualification to the rally.
Colonel Gupta also highlighted on the attractive pay and perks being offered to soldiers which no other services provides.
A visibly happy Tuki advised the Army to conduct recruitment rallies in regular intervals and in every district headquarters in order to facilitate the local youths to join the India Army.
“Our youths are born patriot and physically fit for tough terrains like Arunachal Pradesh. They can be used for national defence in the border areas and I can assure that they will be second to none when it comes to defend the nation’s territorial integrity and freedom,” the Chief Minister asserted.
Tuki assured all possible support from the state government’s end to ensure that the Army recruitment rally at Aalo is participated by maximum youths from the state.

ITANAGAR, Aug 20: In a noble initiative to encourage and motivate the students, National Institute of Technology (NIT) Arunachal Pradesh has conducted a painting competition on theme “Future India in your Eye” to commemorate its foundation day on August 18.

APCC observes Sadbhavana Diwas
ITANAGAR, Aug 20: Arunachal Pradesh Congress Committee (APCC) observed the 69th Birth Anniversary of Rajiv Gandhi as Sadbhavana Diwas at Rajiv Gandhi Bhawan here today.
Chief Minister Nabam Tuki and other rank and file of the Congress party paid floral tribute to the decorated statue of Rajiv Gandhi on the occasion.
Addressing the gathering, Tuki recalled the contributions of Rajiv in the field of development of the country and said, “Rajivji stood for world peace and worked for the welfare of the society with determination.”
He exhorted the party cadres and workers to work for the welfare of the underprivileged and downtrodden. He also urged the youths to follow the footsteps of Rajivji, who was a visionary leader of the country, and draw inspiration from his life to work for the greater cause of the nation.
While talking of the newly launched food security ordinance, he called upon all the party workers to monitor the implementation the scheme in their respective areas.

Coordination meeting adopts several resolutions
KOLORIANG, Aug 20: A coordination meeting among the PRI members and staff of Damin circle was held at Damin under the chairmanship of Lokam Baba, Anchal Chairperson of Damin on August 16.
The meeting attended by ZPM Damin Lokam Pabi, all the PRI functionaries, Lokam Dominic, MO, Damin, Joram Robi, ADO and staff of Damin circle adopted several resolutions, which included, among others, streamlining of PDS, ban on fishing by using explosives, stern action against absentee Govt staff etc.
“Whole process of distribution of various items under PDS would be monitored by the circle officer, ZPM and Anchal Chairperson. However, respective ASM should ensure that their group gets the allotted quantity of rice regularly,” the meeting resolved.
While taking serious view of using explosives for fishing purpose, the meeting unanimously decided to impose hefty fine on violators.
“Regarding complaints lodged by the public that their private jungle land is being trespassed by other person for hunting purposes and collection of forest products, the meeting further decided to levy fine as per provisions under the codified customary laws 2004 of Kurung Kumey.
The meeting also decided to initiate appropriate action against absentee staff.
Considering the irregular food supply in the Damin circle, especially due to geographical hardship, it was decided that after fulfilling necessity of govt. employee and school hostels, the surplus food items will be distributed equally amongst the public. DIPRO

While remembering Rajiv Gandhi, the chief guest highlighted the contributions made by the former PM towards Science & Technology including his efforts in promoting renewable energy.
